→ This is true. Fortunately, it is more difficult to convict than to impeach. There is a major difference between an excuse to impeach (such as Clinton's perjury) and a reason to impeach. A bona fide reason should examine the actual harm caused by the accused's actions rather than whether or not they were just a technical violation.
