It seems to me that pharmaceutical groups are just trying to shape the debate instead of waiting for the congress and/or the White house to add more zeroes to the bill .. Making the first move and being proactive about this issue will help them avoid larger savings. What is unclear in the article is who gets to swallow what amount? It is good to talk about coordination and the likes but it would have been more interesting to explain what amount is being thrown over each stakeholder's shoulder.

Since when have policy makers actually done their own jobs? They would much rather pass outside plans and take credit for it if it works or blame others if it fails... that's the American way!

Besides... congress never comes up with the plans... it is usually a mix of lobbyists and uninformed, inexperienced capital hill staffers who put it together with a congress persons name on it. Sometimes that congressperson might even read it.
