Seems that, even without Over-Governance so rampant as it is, and without the Obsession with spending billions on studies, someone would have had the sense to consider that an area with the "densest known population of Golden Eagles in the world", would be able to reason what blades would do.

Betcha those windmill builders pride themselves on being Green, and are rabid advocates for ManMade Global Warming.

On second thought, there'd be no sense among them.
